APPLICANT REQUESTS THAT: 

Her father be awarded the American Defense Service Medal (ADSM).

APPLICANT CONTENDS THAT:

This medal was not listed on his military discharge at the time 
of his separation.

In support of this appeal, the applicant provides her father’s 
death certificate and documentation from his master personnel 
record.

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

The decedent is a former member of the Army Air Force who served 
from 12 December 1941 through 20 October 1945.  

Upon review of his records, AFPC/DPSID verified his official 
military personnel record should be corrected to reflect the 
following medals and/or ribbons:

Distinguished Flying Cross
Air Medal with one Bronze Oak Leaf Cluster
Presidential Unit Citation
American Campaign Medal
Asiatic-Pacific Campaign Medal with three Bronze Service Stars
World War II Victory Medal

Administrative corrections records will be completed upon final 
board decision.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the American Defense Service 
Medal.  The American Defense Service Medal is awarded to all 
United States Navy and United States Marine Corps service 
members who served on active duty at any time between 
8 September 1939 and 7 December 1941.  Service members of the 
Army were required to have served for a period of 12 months.

The decedent’s entitlement to the American Defense Service Medal 
could not be verified.  He served after the awarding dates for 
the award and therefore, is ineligible.  According to official 
documentation, the decedent served from April 1941 to December 
1941 in training status and was commissioned as an officer in 
December 1941; however, he did not complete 12 months service 
during the inclusive period for the ADSM.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 24 January 2014, for review and comment within 
30 days (Exhibit D).  As of this date, this office has received 
no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the recommendation of 
AFPC/DPSID and adopt their rationale as the basis for our 
conclusion that relief beyond that administratively corrected is 
not warranted.  In the absence of evidence to the contrary, we 
find no basis to recommend granting relief sought in this 
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
